F-35 Mods & Upgrades PMO Contract Lead. Responsible for planning, guiding, facilitating and ensuring seamless transitions of the modification and upgrade efforts for groups of changes required for successful program milestones. Responsible to ensure applicable modifications are planned, baselined and executed in the time frame required to meet program milestones. Will work hands on with the F-35 Variant leads, F-35 Mods & Upgrades Project/Program Managers, Fleet Mods Project Managers /Engineers, Sustainment Supply Kit Managers, Control Account Managers, Business Management and Program Planning and Scheduling to ensure each change has an executable plan and work each individual plan with the VSTs through completion. Responsible for elements of technical scope, cost, schedule and risk of projects (mods & upgrades). Provide guidance and direction for baseline activities, budget targets, master plans and schedules (IMS/iPlan) based on contract funding and contract CLIN PoPs. Ensures adherence to funding and schedule per the contract requirements, identifies program risks and issues and obtains solutions to mitigate, such as allocation of resources or changing contractual specifications. Leads the preparation of technical product information to customers, including CDRLs, DD250 Verification, CLIN Closures, CPARs, etc. Selected candidate will perform technical/project management; will be responsible for resolution of technical, programmatic, business, and contracting risks and issues that can affect the basic configuration of the F-35 weapon system, establish or alter a fundamental ground rule for some aspect of a production or sustainment contract, or determine the work content or execution procedure in one of the current or planned Sustainment efforts. Task assignments will arise from various sources, and the output from the projects worked by this individual will often include coordination with, and out briefs for, leaders. Candidate will coordinate with various functions on the team to develop integrated technical/project solutions to both tactical and strategic program risks and issues. •Must be a US Citizen or legally authorized to work in US as a permanent resident. This position is located at a facility that requires special access.

Basic Qualifications • Bachelor’s degree or above •Experienced in process development and continuous improvement. •Experience developing and executing program and project plans. •Project management experience •Prior experience with project engineering. •Experience with MS Office applications is required •Experience with organizational financial measurement and reporting •Experience with risk and opportunity management •Experience in Aerospace/Defense Industry.

Desired skills Self-starter with demonstrated ability to solve complex problems, develop creative solutions, and complete complex tasks on a schedule with little oversight. • Experience delivering multiple modifications of different aircraft configurations to achieve mission success milestones

• Knowledge of JSF Program policies & processes. • Strong communication skills (written and oral), with a willingness to engage with subject matter experts in a variety of different functional organizations. • Must be a fast learner, and willing to operate in a fast-paced environment that may periodically include short-turn-around assignments and working irregular or weekend hours. • Control Account Manager (CAM) Certification/Experience • Knowledge and experience with program change/configuration management and associated change boards for processing change requests with retrofit implications.
