Lockheed Martin Regulatory Compliance Analyst Senior in Fort Worth, Texas
The Supply Chain Management Compliance Operations Team is seeking a Regulatory Compliance Analyst Senior who will stay abreast of laws and regulations and insure common process and procedure implementations across all business units.
This role will maintain, edit and create command media. Coordinate with cross-functional teams prior to incorporation of changes. Coordinate and implement process improvements into command media.
This role may perform pre-award compliance reviews on purchase orders equal to or greater than $150,000 and provide real time feedback to affected procurement personnel.
Serves as backup and/or point of contact for buyers’ efforts in supporting audits performed by various agencies. Audit support responsibilities include coordinating and communicating audit requirements with SCM leadership and affected personnel, as well as communicating audit status. The position will interact with DCMA (Defense Contract Management Agency), DCAA (Defense Contract Audit Agency), British Standards Institute (and other third-party agencies), LM Corporate Internal-Audit, and LM Aero Internal Controls and Audit. Audits include Contractor Purchasing System Reviews, AS9100 Certifications, Subcontractor Billing Systems, Subcontractor Property Control Systems and other systems-audits. The position serves as a subject-matter-expert on various aspects of the purchasing system.
Will help to coordinate Prime Contract Closeout activity between Contracts Organization and Supply Chain Management.
Supports gathering data for Subpoena requests.
Implements LM Aero level policies and procedures to ensure compliance with applicable Government statutes and regulations, prime contract and company-level requirements. Develops, analyzes, and revises management controls including standard practices, operating procedures, management systems, and reporting documentation. Develops and coordinates improved processes, policies, procedures, methods, instructions, and forms to achieve greater operational efficiency and cost-effectiveness.
Develops and conducts training for company personnel.
Performs special assignments covering a variety of topics as requested by management.
Secondary responsibilities includes cross-training in all functions performed by the group.
Basic Qualifications Bachelor’s degree from an accredited college or university. Experience interpreting procurement laws and regulations Supply chain management (SCM) or contracts experience.
Desired skills Preferred disciplines are business, supply chain or communications. Experience drafting and editing business processes and procedures Knowledge and experience with the requirements of the Six Key Business Systems as defined in DFARs: Purchasing, Material Management and Accounting, Property Management, Estimating, Earned-Value and Accounting Experience in supporting audits performed by various audit agencies (Defense Contract Audit Agency DCAA, Defense Contract Management Agency DCMA, British Standards Institute BSI, Inspector General's Office, General Accounting Office GAO, Federal Aviation Administration FAA) and internal audit functions Ability to skillfully apply knowledge to strengthen purchasing system processes and compliance. Effective in training Supply Chain Management SCM professionals with varying levels of knowledge, skills and experience. Ability to build effective relationships with peers and other subject matter experts throughout the company. A background in continuous improvement tools and techniques including their application to business processes a major plus. These techniques will include value-stream-mapping, 6S and visual management, electronic information flow, mistake proofing and standard work. Past participation on continuous improvement teams and facilitation skills are a plus. Position requires a self-starter that is willing to tackle any assignment with the ability to work effectively under deadlines and pressure. Good working knowledge of SAP business system with emphasis on understanding the Procurement module is a plus Aerospace procurement and/or acquisition compliance experience Direct work with Federal Acquisition Regulations (FAR) and DFAR (Defense Federal Acquisition Regulations) Ability to effectively work independently and in a team environment Experience with LMAP and AeroCode.
