The Kingsley Field Site Manager (SM) supervises, and is responsible for all aspects of the Combat Air-to-Air Training System (CAATS) Contract operations and contractor personnel. The Site Manager: • Has full responsibility for the performance of work to meet CAATS contract obligations • Has full authority to act for the contractor on all matters relating to daily operation of the contract. Is the primary interface between Lockheed Martin and the Government COR and PO/QAR. • Is available during duty hours, within 90 minutes, to meet on the installation with the contracting officer’s representative. Available after duty hours to meet on the installation with the contracting officer’s representative within 2 hours. • Establishes site operating policies and procedures. Develops and maintains the Courseware Development Plan, Quality Control Plan, Strike Plan, and Training and Certification Plan. • Is responsible for hiring, training, and currency of employees to ensure required staffing levels are achieved and maintained. Prepares employee evaluations and appraisals on non-represented staff members. • Provides reports on site performance to the Program Manager. • Attends Performance Evaluation meetings with the PO/QAR and other representatives of the ANG/USAF as requested. • Maintains qualification and currency as Training Device Instructor, Platform Instructor, and Courseware Subject Matter Expert.
Basic Qualifications • Experience managing military fighter training programs and personnel required to support military fighter training programs. • Minimum of 500 flying hours experience in the F-15 or comparable fighter aircraft as an aircrew member • Previously qualified as an instructor aircrew member • Security clearance background investigation within the past 5 years.
Desired skills • More than 1,000 flying hours in the F-15 or comparable fighter aircraft as an aircrew member • Qualified as an instructor pilot in the F-15 or as a contract instructor in the F-15 within the preceding four years • A USAF Fighter Weapons School graduate • Previously qualified as an aircrew training devices (simulator) instructor. • Current Secret clearance.
