Responsible for establishing, leading and integrating a comprehensive Information Assurance (IA) function. Must manage the processes required for the development, implementation, and maintenance of numerous classified computer environments that support multiple program requirements across a large and dynamic site. Will be required to integrate the classified IA Program with other security disciplines as well as having responsibility for the Moorestown classified IA program ensuring all classified computing assets are properly accredited/approved and maintain required compliance and risk management standards. Responsible for the standardization and implementation of an IA education program to ensure compliance with classified operating requirements. Responsible for the day-to-day management of a geographically separated Information System Security Managers as required. Develop relationships with and interface regularly with numerous cognizant security agency representatives and customers. Will promote daily contact with high level program management, engineering staff, IA staff, and other security and program personnel to resolve IA related issues. Should be able to communicate effectively, have excellent organizational skills and be able to manage multiple projects in a dynamic environment.
Basic Qualifications Experience working with classified Information Systems. Ability to author security plans and maintain accreditations with the Defense Security Service and Armed Services customers. Ability to perform Information Assurance certifications for accredited systems with the Defense Security Service and Armed Services customers. Ability to interact effectively with internal and external customers. Final in-scope Secret clearance (less than five years since the last investigation) with the ability to attain and maintain a final Top Secret clearance as well as SCI and Special Access Program accesses. Experience performing risk analysis and mitigation implementation strategies. Ability to design, develop and integrate classified computer systems and networks in compliance with government regulations. Prior experience managing employees at multiple locations/virtually. Excellent written and verbal communication skills and ability to effectively interface with numerous cognizant security agencies, customers and senior management. Ability to manage multiple projects in a dynamic, demanding environment. Knowledge of other security disciplines and how they impact and interact with information system security. CISSP or other DoD 8570/8140 ISSM/IAM Level III certification. Understanding of budgetary requirements and management. Must have an excellent working knowledge of the National Industrial Security Operating Manual (NISPOM), Defense Security Service Assessment and Approval Program Manual (DAAPM) and Joint Security Implementation Guide (JSIG) requirements as they apply to Information Security. Must have extensive knowledge and experience with establishing, documenting, and implementing the processes required to secure multiple operating systems within different operating environments and have the ability to ensure a program is in place to ensure compliance.
Desired skills Demonstrated Leadership skills. Final in-scope Top Secret clearance. Prior experience as IAM or ISSM for a large, complex DoD Security program. Prior experience managing an information assurance security program. Understanding and experience working with network concepts and Type 1 encryption devices. Prior experience as a COMSEC Custodian. Proven experience with JSIG, NISPOM, ODAA and DAAPM certification and accreditation processes. Current Automated Information System (AIS) experience as an Information System Security Manager (ISSM)or Information Assurance Manager (IAM). Knowledge of the Defense Information Systems Agency (DISA) Security Technical Implementation Guides (STIGs) and the NSA configuration standards for DOD IA and IA-enabled devices/systems. Knowledge of government/contractor network interconnectivity. Ability to speak in front of large groups of people. Understanding of networking concepts
