Lockheed Martin Licensing Analyst in Owego, New York

The selected candidate will play a key role in supporting International Trade Compliance (ITC) related activities for Global Military Systems and Support (GMSS) Sikorsky. The incumbent will be responsible for ensuring programs and policies are aligned with applicable ITAR and EAR regulations. Ensuring, drafting and implementing all authorizations required to do business. The incumbent will partner closely with the businesses and the ITC team to ensure compliance with all aspects of ITC regulations.

Key Responsibilities:

1- Participate in ITC enterprise initiatives of the Organization for Export and Import compliance, including approving import/export applications for compliance and providing guidance and direction on ITC related matters for the organization. Raise awareness of general export/import control issues for the site through focused communications with your assigned programs.

2- Review and determine import/export requirements for GMSS/CSS initiatives, including new sales and business strategy determinations. Provide interpretation of company policies and procedures, work instructions, and ITAR and EAR regulations.

3- Report investigations within GMSS/CSS, including proactively identifying compliance gaps and required corrective actions.

4- Communicate requirements for the international transfer of Sikorsky products and technology.

5- Analyze, apply and advise departments on export licensing laws and regulations.

6- Assist in the creation and implementation of ITC standard work initiatives.

7- Create and execute against a clear strategy for visitor management, tour routes and technology control plans as they relate to foreign nationals and visitors.

8- Assist with GMSS/CSS audits to ensure compliance to all corporate and regulatory guidelines. Implement recommendations as necessary.

9- Provide feedback and guidance on presentations and other materials that will be used for visitors and other non-US persons onsite.

12 - Work closely with GMSS/CSS ITC Leadership to ensure "ITC at the speed of business" with respect to aftermarket shipments, key objectives, and customer requirements.

Basic Qualifications Trade compliance experience with expert-level knowledge and experience with U.S. import/export control regulations, laws and directives; familiarity with the regulations of other countries.

Demonstrated experience in export control, international project management, cross-functional leadership. Extensive experience with U.S. export and import regulations including the Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), the Office of Foreign Assets Control (OFAC), and/or U.S. Customs regulations.

Candidate will have auditing experience, preferably in the export compliance area.

Candidate must have excellent analytical, project management, interpersonal, leadership, and verbal/written communication and presentation skills. Must be a team leader and team player, possess multi-tasking abilities, have a client focus, and work effectively in a time sensitive environment.

Ability to work in a complex, fast-moving environment with multiple international partners and foreign nationals. Acute attention to detail as well as the ability to interpret and apply complex regulations.

Self-starter with strong organizational, time management, planning and follow-through capabilities.

Must meet the ITAR definition of a “US Person”.

Travel is approximately 10%.
