Provide multi-disciplined security oversight as the Facility Security Officer (FSO). Provide security advice and guidance to program management and direct the implementation of the requirements. Assist in the development and administration of security programs and procedures for classified or sensitive materials, documents and equipment. Obtain rulings, interpretations, and acceptable deviations for compliance with regulations from government agencies. Prepare manuals establishing procedures for handling, storing, keeping records, and for granting access to restricted areas, records and materials. Design and conduct security education classes for the entire San Diego based program. Investigate security violations and prepare reports specifying preventive actions.

Interface with internal and external customers to design and implement security systems and practices for current and emerging technologies. Candidate will be responsible for implementing and maintaining security requirements for classified and unclassified computer systems in cooperation with the facility ISSM.

Participate in security compliance audits and vulnerability assessments.

Provide expertise in emergency management, contingency planning and continuity of operation engagements. Support the Crisis Management program consisting of but not limited to; developing and updating operating protocols, building reviews and updating crisis management plans and user-guides. Will be required to communicate succinct observations and recommendations to facility leadership that promote the safety and security of company personnel, the facility's assets and interests. Possess strong management skills and be able to effectively manage a diverse group of contracted security guard personnel. Address all physical security issues of the San Diego site including familiarity with the LM Assured Identity program and badge/access control systems, CCTV, and safe/simplex combination changes.

Basic Qualifications Must be a self-driven and results oriented individual capable of effectively working multiple tasks concurrently across a diverse program landscape. The ability to handle multiple priorities under deadlines is also required. The candidate should possess the ability to recommend, implement and plan process improvements, enhancements and changes to systems, including management of operating procedures, policies and standards relating to current and emerging technologies. Possess the ability to prepare manuals to address regulatory requirements and establish appropriate procedures.

Must have strong written and verbal communication skills and the ability to articulate and present concise, intelligent, decisive, and risk managed recommendations. The candidate must demonstrate effective interpersonal skills to work with employees and leaders at all levels of the organization. Effective teaming and virtual teaming skills are also required.

Must have the ability to support off-hour operations requirements as needed.

Must meet eligibility requirements for access to classified information and will be subject to a U. S. Government security investigation.

Must have experience as a primary or alternate Facility Security Officer.

Desired skills Familiarity with NISPOM, NISPOM Chapter 8, ICD’s, and DCID’s.

Ability to work independently and as part of a high performing team.

Ability to develop and administer security programs for classified and sensitive but unclassified information or proprietary materials, documents and equipment.

Operational experience in crisis management and/or disaster recovery, emergency planning and response. Experience in preparing and delivering training and building and testing various security plans.

COMSEC (Communication Security) and ISSO/ISSM experience.
