Lockheed Martin Staff Environmental Safety & Health Engineer in Santa Maria, California
This exciting position will support launch preparation activities for satellites and supporting launch ground support equipment operations and maintenance. An intimate knowledge of both launch base operational safety and environmental compliance is required. Initial responsibilities will be to create and then operate a comprehensive ESH program in support of Project Loon. Project Loon will use high altitude balloons to bring internet connectivity to rural areas in the southern hemisphere. Additionally, support to satellite launch preparations at Vandenberg AFB will also be required. These responsibilities will focus on implementation of existing LMSSC ESH policies and practices. The Applicant selected will potentially be subject to a government security investigation and if so must meet eligibility requirements for access to classified information. Odd shifts, overtime and travel will be required. Travel could be 50% of the time. Travel will initially be to Winnemucca, NV and Roosevelt Roads, PR but will expand to include multiple foreign locations. The individual in this position will maintain a solid working knowledge of applicable Federal, State, Air Force, & local environmental regulations and will have the ability to research, understand and apply local regulations in multiple foreign locations. This work will involve preparation and review of technical documents and procedures to assure safe operations for personnel and equipment and environmental compliance. The successful candidate will lead the recognition, evaluation and control of environmental, personnel and equipment hazards. They will also maintain liaison with regulatory agencies, lead ES&H employee programs/initiatives, conduct internal compliance audits, perform annual recordkeeping and reporting, develop and maintain a training program. Additionally, they will maintain a close working relationship with the LMSSC ESH community applying lessons learned and best practices from other LMSSC programs. Assist with emergency response activities and work with outside contractors on environmental requirements and adherence to those requirements.
Monitors pollution prevention activities. Reviews and analyzes environmental documentation issued by the federal EPA, state and local regulatory agencies to apply to operations.
Basic Qualifications Must be a United States citizen
Ability to obtain and maintain security clearance requiring expanded background investigation
Excellent interpersonal skills, strong written and verbal communication skills. Knowledge of local, state, and federal regulatory requirements. Demonstrated knowledge and application of Risk Management process/programs. Ability to multi-task, be organized, thorough and detail oriented, with emphasis on job closure. Strong computer skills including Microsoft Office Suite.
The individual in this position will have a working knowledge of applicable Federal, State, Air Force, & local ES&H regulations and experience including but not limited to: Crane operations and maintenance safety, lead and asbestos regulations, air and water regulations, hazard communication regulations, familiarity with state, county and government audits and inspections for all environmental programs, and in managing hazardous waste and satellite accumulation sites.
Desired skills Experience with Air pollution control district prohibitory rules, Emergency Preparedness Community Right to Know (EPCRA), Pollution Prevention & going green, Department of Transportation hazardous materials and Motor Carrier Safety regulations, Solid Waste & Toxic Substances Control Act (TSCA) 24-hour HAZWOPER certification, Resource Conservation & Recovery Act (RCRA), & California title 22 hazardous waste management certificate. The candidate should be familiar OSHA regulations, and knowledge in supporting payload processing activities, environmental and safety skills. ES&H professional certifications such as Certified Safety Professional, Certified Industrial Hygienist, or environmental professional are a plus.
