Applicant must be able to implement applicable requirements of the National Industrial Security Program (NISP) as the primary security authority for classified program assigned. Maintain access lists to all controlled access areas as necessary to comply with the NISPOM to include validation of clearance and/or special accesses. Develop and implement program unique security plans (e.g. transportation plans, launch plans, operating instructions, end of day checklists, etc.). As appropriate, Program Security Representative (PSR) may assist in the development and implementation of instructions provided to contract guard force personnel or others acting in that capacity. Review tour requests to classified program areas to ensure contractual and NISPOM compliance. This includes coordination with International Trade Compliance Office and Customer offices as required. Conduct program specific security orientation briefings/debriefings as required. Provide annual OPSEC, counterintelligence and threat briefings for personnel and on-site contractor personnel as required for the program's contract or DD Form 254. Conduct foreign pre-travel briefings and post-travel debriefings in accordance with LM and program guidelines. Complete courier designation and authorization form or card, briefings, advanced notifications, and return receipts; pre-briefings for classified transportations/movements may be required. Facilitate program specific briefings related to new or revised Security Classification Guides and/or DD Form254 requirements. Conduct security incident investigations. Conduct each phase of the investigation, develop required reports, catalog investigation notes, and recommend disciplinary action in accordance with the SSC Industrial Security Investigations Manual. Conduct and support self-inspections as directed by the FSO. Support DSS Vulnerability Assessments of program(s). Coordinate secure communication requirements and operations with Communication Security (COMSEC) team. Ensure proper destruction of all classified material. Conduct inventories of classified material prior to destruction and maintain records of material destroyed, as appropriate. Conduct a 100% annual review of classified holdings as directed by the FSO. Obtain written certification from subcontractors, through Subcontract Management that all classified materials have been dispositioned. Ensure the proper preparation and review of draft/original/revised DD Form 254s and ensure the FSO is provided a copy for their records. Provide security oversight of all subcontractor tiers in accordance with program security guidelines. Provide analysis of proposed changes to security practices to the FSO. Provide Strategic Direction - Protect all facets of the National Industrial Security Program by ensuring a fully integrated security program. Considering many of our programs are supported at multiple facilities across the country, it is critical to ensure ongoing communication between PSRs at all sites to ensure program personnel receive consistent guidance and support regardless of which facility they reside. At all times the priorities of the Organization will be Security Compliance and Inspection Readiness. Ensure Security Compliance - Ensure compliance with applicable government/company security directives and instructions that include, but are not limited to, National Industrial Security Program Operating Manual (NISPOM), Industrial Security Field Operations (ISFO)/Office of Designated Approval Authority (ODAA) Directives, Joint Air Force Army Navy (JAFAN) Manual, Director of Central Intelligence Directives (DCID), Intelligence Community Directives (ICD), Customer and Program Classification Guides, LM Command Media and all other related documents. Must be able to work with minimal supervision in a high-stress, fast-paced, multi-program location environment. Some program travel may be required. Other duties as assigned.

Basic Qualifications Prior experience in industrial security. Knowledge of NISPOM; willing to travel; excellent written and oral communication skills; Final Secret clearance and ability to obtain and hold a Top Secret clearance; strong interpersonal skills; good computer skills.

Desired skills Strong Presentation Skills; Experience with Classification Marking and Document Reviews; Knowledge and ability to prepare DD Form 254 desirable. Current Defense Security Service (DSS) Facility Security Officer (FSO) Certification from CDSE for possessing facilities. Prior SAP/SAR and SCI Security experience, JAFAN, DoD directive and ICD knowledge a plus.
