Lockheed Martin Proposal Analyst IV in Cape Canaveral, Florida
Description: Responsibilities include providing support to the development of a variety of FBM proposal activities (including portions of the annual P&DSS Contract) from the inception through execution, ensuring that LMSCC Estimating/Pricing compliance standards are adhered to. Interface with the proposal team (senior management, program managers, contracts, finance, and program personnel) to ensure that proposal costing is in compliance with all Cost Accounting Standards and Lockheed Martin policies and procedures.
•Coordinate all pricing reviews.
•Facilitate the timely development of cost volume and cost elements in accordance with technical, management and cost specifications of a request for proposal (RFP) or kick-off instructions.
•Develop and present price assumptions, financial summaries, and risk assessment to senior leadership prior to proposal submission.
•Ensure the proper application of labor hour estimates, ODC, subcontractor, and material requirements, and overhead pools.
•Provide a strategic focus to all proposal efforts.
•Provide leadership/technical guidance to lower level pricing analysts.
•Work special projects as assigned.
•Additional tasks include proposal reviews and approvals, Truth in Negotiations Act (TINA) Certifications, preparation of internal and external pricing documentation and files, and support of internal and external audits.
Bachelors degree from an accredited college in a related discipline, or equivalent experience/combined education, with 10 years of professional experience; or 8 years of professional experience with a related Masters degree.
Excellent interpersonal and communication skills. Ability to work independently and meet hard deadlines. Knowledge of financial practices. Candidate should have solid knowledge of non-labor and labor estimating practices. Strong Microsoft Excel skills. Analytical ability. Knowledge of the proposal process. Understanding of bill of material structuring. Experience with estimating techniques (labor & material)
FBM Program experience. Familiarity with LMSCC Financial practices, as well as Line of Business (LOB) business rhythms. In addition, experience with remote sites will be important. Strong customer support skills. Experience with Pro-Pricer.
