Lockheed Martin Quality Control Manager in Fort Worth, Texas

Description: This position is for a Quality Control Manager supporting the F-35 Mods & Upgrades Program. The Area of Responsibility (AOR) includes all Modification, Retrofit, Overhaul & Upgrades (MRO&U) activities performed by Regional Airframe Depots and Contractor Field Teams; both CONUS & OCONUS. Responsible for reviewing and evaluating MRO&U quality performance; monitor and provide feedback for continuous improvement; ensure compliance with customer, company and program procedures; establish and manage to joint, common goals and AOR subcontractors; ensure delivery of necessary resources for executing the agreed to commitments; assess risk areas within Sustainment business activities and apply preventive/corrective measures as required. Promote alignment of LM best practices and processes.

Selected candidate will lead the Q&MS Contract & Proposal efforts. Responsible for coordinating the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and flow down of quality terms/conditions to imbed effective and efficient Quality Management System capabilities in proposals. Participates in the negotiation of contract and contract changes. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Task assignments will arise from various sources, and the output from the projects worked by this individual will often include coordination with, and out briefs for, executive leaders. Candidate will coordinate with various functions on the team to develop integrated technical/project solutions to both tactical and strategic program issues. Selected candidate may develop a quality plan for new scope/site activation, support proposal for that effort, and support the execution of the task once authorized.

Effort will include extensive coordination with the JPO customer, DCMA, LM Program Management, LM Contracts, LM Mod Management and the technical value streams to develop variances and corrective action plans that facilitate successful contract milestones/deliverables. This role may also periodically be assigned special projects aimed at resolving a systemic problem or issue associated with the Sustainment Contracts or MRO&U execution.

Responsible for coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions

Basic Qualifications:

The successful candidate will possess a strong working knowledge of AS9110 Quality Management System to develop Quality Assurance Plans and policies.

Ability to read and interpret engineering drawings/specifications and apply their intent for evaluating acceptance of quality products.

Ability to effectively promote understanding of performance expectations, as well as the ability to integrate country specific regulatory requirements within the established QMS.

Negotiation and conflict resolution skills, with specific experience in defense acquisition contracts and proposal evaluations for requirements coverage, compliance and practicality.

Prior experience in Earned Value Management System (EVMS) knowledge, skills and reporting.

The successful candidate must have prior experience representing their organization with customer executive leadership (military or civilian executive leadership). Proven ability to drive issues to resolution and capable of representing the Lockheed Martin (LM) position during recurring meetings, which may involve direct interaction with Senior leadership within LM and the customer organizations (military and civilian).

Experienced staff leader with experience leading cross-functional teams, capable of directing, coaching and developing LM team members and partnering across organizational boundaries with the ability to engage with subject matter experts in a variety of different functional organizations.

Must be a US Citizen. This position is located at a facility that requires special access and an Interim Secret clearance is required prior to start.

Selected candidate will be expected to travel up to approximately 25% (domestic & international).

Desired Skills:

Knowledge of JSF Program policies & processes.

Prior experience in Aircraft Depot and/or Field Team Operations.

DCMA Government Ground Representative training considered a plus.

Prior experience with project engineering or systems engineering.

Control Account Manager (CAM) Certification/Experience.

Green/Black Belt, PDCA certification or other Continuous Improvement experience.

The individual selected for this position will possess strong business acumen and will have excellent communication skills and be able to operate autonomously with minimal direction from senior management;

Self-starter with demonstrated ability to solve complex problems, develop creative solutions, and complete complex tasks on a schedule with little oversight.
