Description: Field Operations Manager for assigned program responsible for the following elements of LSE: Field Operations, Depot Operations, Logistics, Technical Publications and Training. Additionally, the ideal candidate will demonstrate the ability to lead and coordinate all aspects of proposal management and contract requirement definition regarding the LSE focus areas. This position requires knowledge of PAC-3 Sustainment Operations for both ground and missile efforts. This position will develop, lead, train, evaluate and hire field service personnel for the PAC-3 Sustainment Operations program area. Will coordinate expatriation and repatriation activities for a very active and growing organization. Extensive international travel will be required.
Position is responsible for the technical excellence of products and services and to ensure the LSE field operations team achieves all program milestones on time and within budget. Position is responsible for providing program support for field operations personnel, proposals and new business initiatives for domestic and foreign customers. Ensures technical integrity of products through all program phases (initial design, development, integration, test, production, fielding, and sustainment). Plans, organizes, develops, and integrates program assigned functional efforts. Implements functional processes, methods, and practices on assigned program(s). Participates in requirements development for Logistics and Sustainment Engineering (LSE) scope of work related to field services. Participates in technical and programmatic reviews and meetings. Interfaces with customer and program office for area of responsibility. Supports the program's System Engineering Integration Team and Integrated Product teams for functional discipline. Supports CCB and Screening Board for ILS Management in support of fielded units. Evaluates functional product design and changes to assure compliance with program and customer requirements. Leads and coordinates the preliminary functional design criteria, specifications and engineering test programs for scope of work. Participates in reviews or provides guidance and counsel to programs and management in area of field operations technical expertise. Maintains an understanding of projects supported by assigned personnel. Assists program to understand tasks and skills/experience required to perform tasks. Provides timely communication and interface with functional and program organization. Reports status of technical performance, schedule performance, and budget performance. Participates in technical and programmatic reviews and meetings for subcontractor management related to area of functional responsibility. Implements and monitors functional measurement plan on assigned program(s). Manages program budgets for assigned functional products and functional task responsibility.
Estimates, through assigned technical personnel, costs and schedule of functional activities to conduct a program or study. Evaluates proposal package for conformance to customer requirements and technical risks.
Must have a Secret security clearance.
Strong technical background. A broad knowledge and solid understanding of the principles and analysis of all DoD Logistics and Sustainment Engineering disciplines including Logistics, Field Services, Depot Operations, Technical Publications and Training. Knowledge of Specialty Engineering (Reliability, Maintainability, Human Factors and System Safety) and Configuration/Data Management and how they interact with the other Engineering and Technology disciplines is a plus. Proven ability to work successfully across functional groups and with internal customers. The ability to lead LSE teams in a Full Spectrum Leadership (FSL) manner and diplomatically exert influence on the business operations of the represented programs. The ability to lead and coordinate studies and trades in support of field services and depot operations. Proficient with Microsoft Office.
Strong interpersonal skills and an ability to build effective working relationships are a must. Additionally, candidate must have excellent oral and written communication skills, technical writing experience, and an ability to perform oral presentations in front of large groups. Candidate must be willing to work overtime and travel as needed to support program requirements. The ability to interface with Engineering teams to jointly solve difficult field operations technical issues related to the PAC-3 missile and Ground Support equipment. The ability to interface with multi–disciplined Program / Customer teams to achieve Program Mission Success (Production Operations, Contract Management, Subcontracts Management, Quality, Business Ops and Program Management). Ability to place the appropriate focus on mission success and the Full Spectrum Leadership imperative – Deliver Results
Control Account Management (CAM 101) training and understanding of earned value management system processes and procedures.
Engineering team lead experience in managing Logistics and Sustainment Engineering disciplines in the Development phase of a program (achieving System Requirements Review, Preliminary Design and Critical Design Review requirements). Project management training, experience and successful track record. Strong interpersonal skills. Proposal development experience; Basis of Estimate (BOE) development. Control Account Manager (CAM) experience. Earned Value Management experience. Product Support / LSE Program experience in all phases of a program. Prior military experience. Missile system test and integration experience. Field operations and Depot requirements development and management experience. Risk identification and management experience.
