Description: Lockheed Martin is seeking a Global Supply Chain (GSC) Category Management candidate for a position in Orlando Florida to Identify and implement Offset Program for the Apache Program (M-TADS/PNVS & LONGBOW & FCR).

The Offset Program will support the Foreign Military Sales (FMS) contract with USG for the Government of India and Kingdom of Saudi Arabia. This individual will lead a team of program functional representatives consisting of Tech. Ops., Quality Program Management, Production Operations and GSC. This team will be responsible for identifying program hardware presently classified as a “buy” items. Hardware evaluation by the team will determine risk, cost, affordability and offset benefit. This individual will be responsible for all GSC functionality as it relates to International contracting (International Licensing, cultural sensitivity and program execution).

Coordination within the Program, Fire Control GSC and Program Management to insure Industrial Participation (IP) goals are being achieved in accordance with Prime Contract requirements.

This individual must be well versed in leading a team of professionals that are responsible for the execution of the Apache India Offset Program.

Travel will be required to India and Saudi Arabia to establish a supply base and to execute all technical, quality and contractual requirements as defined in LM’s technical data package and FMS contract with the USG.

Temporary in country support to initially establish a qualified supply base and to insure compliance with LM technical data requirements.

The successful candidate is also expected support other international/domestic assignments.

Desired Skills: Experience in managing International GSC subcontracts in both a production and development environment with an understanding of technical requirements

Expert knowledge of procurement processes and regulations under DoD, inclusive of MRP knowledge

Ability to conduct extensive travel to India and Saudi Arabia

Ability to converse in Indian language (Hindi, etc.)


Bachelor degree with a technical or business related concentration.

This individual must have previous experience dealing in the International marketplace.

A strong working knowledge in International business (licensing, cultural and subcontract execution).

Experience in (Global Supply Chain) GSC performance with a broad knowledge of Operations, Program Management, Contracts, Finance, Quality and technical applications

Understanding of the Defense Federal Acquisition Regulations (DFAR) International Trafficking in Arms Regulations (ITAR), and the Foreign Corrupt Policies Act (FCPA)

Excellent communication, writing and presentation skills to executive management level in both the US and India

Able to build working business relationships within Lockheed Martin personnel across multiple disciplines and integrate this environment to be inclusive of all Indian government officials and or Indian subcontractor management staff

Experienced with FAR/DFAR regulations

Individual must have strong communication skills, strategic thinking skills, computer skills, and ability to interface with management, program managers and customers
