Lockheed Martin Vehicle Fleet/Facility Operations Analyst in Palmdale, California

Description: Administers the company vehicle fleet policy to ensure the efficient and economical use of company-owned, Government or company-leased vehicles.

In the administration of the policy, may become involved in one or more of the following; Preventive or corrective maintenance planning and scheduling, insurance administration, parts ordering/tracking, mechanic admin support, monthly P-Card reconciliation, monthly vehicle registration, BIT inspection, and interfacing with other departments in matters relating to the vehicle fleet policy and procedures.

Implements the timely completion of requirements in compliance with Company programs, objectives and within established cost parameters.

Works under very general supervision. Work is reviewed for soundness of judgment and overall adequacy and accuracy.

Candidate will be responsible for the implementation and administration of the maintenance and repair operations in a multi-site industrial campus setting with a 500+ vehicle fleet.

Candidate will maintain company's, local, county, state, and federal records including but not limited to permits, workorders, vehicle and equipment tracking, placing and processing CEMS/badge requests, filing and maintenance of reports/records, including infrastructure and fleet inspection records, per policies/procedures and records retention schedule(s) as applicable.

Candidate will update overtime/vacation lists, maintain employee/vendor contact lists, provide safety team support and support building inspections (as part of the Building Manager program).

Process internal workorders, publish weekly safety topics and track completions.

Will track and audit fuel consumption logs per AQMD/ESH requirements.

Will provide support to various maintenance teams (including fleet, machinery repair, fire, electrical, central plant), assists with tracking and filing of government property logs. Maintain driver qualification files and WHA (Work Hazard Analysis) boards for Plant Engineering.

Perform vehicle tracking, inspections, and PM coordination.

Guides utility representatives to proper on-site locations as required. Assists supervision as requested.

Ideal candidate will possess excellent time-management skills and the ability to work independently, with minimal supervision, adhering to strict deadlines.

Candidate will be subject matter expert for expediting departmental purchasing/subcontracting and have good communication and coordination skills.

Responsibilities consist of:

-Fleet administration.

- Creating purchasing agreement contract requests including scope-of-work document/s (SOW), single/sole source justification/s, and maintain all contract documents and records, including invoicing, for such contracts.

-Will use complete knowledge of company purchasing systems / methods, chemical purchasing procedures, ESH requirement/s and all applicable Purchasing approval processes needed to expedite/obtain parts, materials, and services.

- Authorizes departmental expenditures based on satisfactory vendor performance and execution. Assist Plant Engineering management and staff with the review, analysis, and control of the overhead budget, including maintenance material, overtime, travel, training, expenditures, etc. Performs On-Call audits. Resolves disputes over pricing/invoicing.

- Supports management and the Plant Engineering operation at multiple sites and will be expected to work those hours most conducive to that support.

- Represents organization as a prime contact on contracts and/or projects. Interacts with senior internal and external personnel on significant matters often requiring coordination between organizations.

- Develops solutions to a variety of complex problems.

Must be familiar with established precedents and policies.

MUST BE A US CITIZEN - This position is located at a facility that requires special access.

Basic Qualifications:

Experience coordinating service requests and planned maintenance operations pertaining to infrastructure and/or fleet maintenance, service and repair.

Experience working in a construction, facilities, maintenance/service or fleet administration environment.

Desired Skills:

Experience with CMMS system (i.e. MAXIMO).

Proficient in general office administration with an ability to maintain office confidentiality in a multi-union work environment.

Experience with fleet operations including parts procurement, registration, insurance, tracking, and compliance (i.e. DOT, BIT, CARB).

Possess a proactive mindset to order to anticipate and support changes in a rapidly changing and expanding business environment.

Excellent written and verbal communications skills.

Purchasing experience utilizing company P-card.

Understanding of SCM/Procurement processes and procedures.

Commercial CDL desired but not required.
