Lockheed Martin International Trade Compliance Engineer in Virginia

Description: Position is for an experienced engineer with government or defense program experience and an in-depth understanding of the USG export laws and regulations, the DoD technology disclosure release processes and the associated export licensing review process. Applicant will oversee the export licensing requirements of Lockheed Martin business units with respect to technology transfer and will function as a technical liaison with the U.S. Government, regarding technology security and foreign disclosure associated with the export of defense articles and services in support of international defense business: direct commercial sales and foreign military sales. Coordinates with Departments of State, Commerce and Defense, leads meetings as required to resolve international technology transfer policy issues.

Applies knowledge and understanding of the USG technology release process to guide business areas as they prepare export strategies and licenses. Is familiar with the structure, content, and purpose of DODM S-5230.28, “Low Observable (LO) and Counter Low Observable (CLO) Programs. Possesses detailed understanding of the DOD LO/CLO Tri-Service Committee (TSC) review process for technology disclosure, release, and export. Provided detailed assistance and guidance to programs as they prepare for LO/CLO TSC reviews. Understands and communicates the USG’s issues and concerns with specific exports so they can be addressed in license requests. Establishes and maintains a trust-based relationship with various government technology experts. Understands the Military Services’ technology release and export approval processes. Understands USG technology protection requirements (Anti-Tamper) and familiarity with the process for validating/verifying AT.

Provides guidance to business units’ export licensing personnel on export licensing requirements, applicability of exemptions, and technology transfer policy issues associated with international business. Participates with business units in the development of licensing strategies and provides guidance to ensure consistency with US regulations, policies and guidelines.

Maintains frequent contact with USG personnel, internal business unit and industry peers; functions as advisor and mentor for junior personnel. Provides training on the implementation of U.S. export laws and regulations and technology transfer policies. Assists and supports the Director, Corporate International Trade Compliance and Director, Export Operations, as required, to implement the Corporation’s International Trade Compliance Program and may support corporate audit, legal and ethics departments, as required.

Desired Skills: Export licensing and compliance process knowledge.

Experience reviewing documents to determine if technical content is subject to export control definitions, is releasable in the public domain or is exportable within the scope of export authorizations, including technical provisos.

Strong IT user skills (e.g., Microsoft Office/Outlook/Word/PowerPoint/Excel).

Public speaking / group presentations and training.

Operational military experience with defense articles and a familiarity with the Foreign Military Sales (“FMS”) process and related regulations are pluses.

BASIC QUALIFICATIONS:

Broad technical, engineering expertise with military and dual-use products.

Possesses knowledge and understanding of DoD technology transfer policies, guidelines and processes, including the Technology Security & Foreign Disclosure (TS&FD) process; the roles and responsibilities of the Arms Transfer Technology Release Senior Steering Group (ATTR SSG); the National Disclosure Policy; Anti-Tamper policy and requirements; and the requirements for adherence to the Low Observable/ Counter Low Observable DoD Manual S-5230.28.

Able to conduct technology release analysis of Department of Defense (“DoD”) and military service technology release and foreign disclosure policies to determine applicability to Lockheed Martin’s products and international business pursuits.

Possess solid understanding of U.S. export laws, regulations and the government export license review processes, especially relating to direct commercial sales of defense articles and services.

Have knowledge of ITAR and EAR definitions of technical data and technology.

Superior written and verbal communications skills and the ability to multi-task and discern priorities are necessary to be successful.

Must be able to effectively interface with all levels of management.

Able to act as an effective liaison between the business unit program managers, export licensing personnel and U.S. Government stakeholders and license reviewers.

Attention to detail is a must.
